It's not tempura, it's maple tempura.
"Momiji tempura" is a traditional handmade confectionery like karinto, which is characterized by its gentle sweetness and aroma. Momiji leaves that have been salted for more than one year are salted, battered, and fried. It is said to have originated 1,300 years ago, when a practitioner who was a Shugen Dojo who was practicing in the Mino mountain honored the maple that shines in the waterfall and made it tempura with lamp oil (rapeseed oil) to express its beauty, and served it to travelers. Along the promenade that leads from the Minoh Station to the waterfall, there are shops selling maple tempura.

Kawadoko revived as a seasonal feature of summer
Kawadoko has been revived along Mino Kawazoe in Prefectural Minokoen, and restaurants have opened up.  You can enjoy Kawadoko cuisine and sweets while listening to the murmuring of Seiryu stream amid Mino scenery. The Mino riverside Kawadoko was discontinued due to the effects of the war in the early Showa period, but was revived in 2010 as a social experiment, taking advantage of national deregulation and prefecture subsidies, in response to the many voices calling for its reopening. After two years of social experiments, it is now fully open and is open from Apr. to Oct. every year, making it a great place to visit in conjunction with the hot springs.
