What is the strange festival "Ose Festival"?

The Ose Festival is the annual festival of Ose Shrine, held every Apr. 4th, which brings together the faith of fishermen from Suruga Bay. The highlight of the festival is the "Yumi Dance," in which young men dressed as women dance to the accompaniment of the music "Chanchara Okashi, Chanchara Okashi" on gorgeously decorated fishing boats.
